Candidates for Mayor

Judith M Davies-Dunhour

Judy was first elected to serve on Stone Harbor Borough Council in November of 2009.  She was re-elected in 2012 and 2015. In the upcoming election, Judy is seeking Office of the Mayor.
Judy served as Chairman of the Beach, Recreation and Tourism Committee (2010 through 2015). She also served as Council liaison to the Recreation Advisory Committee and served on the Utilities and Public Safety Committees.  She was named Chairman of the Public Safety Committee (2016) and continues to serve on Beach, Recreation and Tourism and the Utilities Committee.
Judy was a member of the Stone Harbor Police Department (1984 to 2009).  A career spanning 25 of service, she started as a dispatcher and retired a patrol sergeant after 25 years of service.  Since retiring from the department she has been the Manager of the Cape May County Animal Shelter & Adoption Center.

Born at Burdette Tomlin Memorial Hospital in 1962, Judy has spent a lifetime on the Seven Mile Island.  A true native, she grew up in Avalon along with her sister and five brothers.  She and her husband Douglas bought their home in Stone Harbor in 1995.

 

Suzanne Walters

My husband and I purchased our first home in Stone Harbor in 1975 and moved here permanently in 1978 to raise our children. I served on the Stone Harbor Board of Education for 11 years and am proud to say I am presently serving in my 20th year as Mayor of Stone Harbor.

I have a B.S. in Business Administration from St. Joseph’s University and have worked as a General Manager for an importing and wholesaling company and as an Account Executive for a tourist guide magazine.

I am a member of the Lutheran Church of Our Saviour, the Garden Club, the Womens Civic Club, the Lions Club and the Yacht Club. I am on the Board of the Cape Regional Medical Center Foundation, serve as Chairman of the Tourism and Economic Development Committee of the Cape May County Chamber of Commerce, am a member of the Bayberry Twigs branch of Cape Regional Medical Center, the Womens Republican Club of Cape May County, the New Jersey Federation of Republican Women, and am a Trustee of the Cape Womens Resource Fund.

I am proud to have served as President of the New Jersey State League of Municipalities and President of the New Jersey Conference of Mayors and continue to serve on both Boards and on their General Legislative Committees. I was also President of both of these organizations at the Cape May County Level.

It is my pleasure to serve on the Board of the Jersey Shore Partnership as well as the Council on Affordable Housing.

I am honored to have been the recipient of the 2005 N. J. Association of Elected Women Officials Outstanding Woman in Government, the 2003 New Jersey Conference of Mayors Mayor of the Year, the Cape May County 1997 Lincoln Day Honoree and the Stone Harbor Chamber of Commerce Pat Fitzpatrick Honoree in 1996.

I am a widow with three married children and six wonderful grandchildren.

 

Candidates for Borough Council

Mantura M Gallagher 

During a career in education that spanned more than 31 years in the Pottsville Area School District, Mantura Gallagher taught Spanish and English to seventh grade students at the D.H.H. Lengel Middle School, where she also served as lead teacher. Following her career in the classroom, Mantura was elected in 2003 to a four-year term to the Schuylkill County Board of Commissioners as the county’s second female Commissioner. In 2007 she was re-elected to office and served as Schuylkill County’s first female chair of the Board of Commissioners. In December of 2011, at the end of her second term, she chose to retire from County Government.

Among her duties as Commissioner, Mantura acted as a liaison to the Human Servicess, Voter Registration, Veterans’ Affairs, and Central Services. A member of the County Commissioners Association of Pennsylvania (CCAP) Human Services Committee, Mantura Gallagher also graduated from both the CCAP Academy of Excellence for County Government and the Advanced Certification Program of the Academy of Excellence. She subsequently was named Chairperson of the CCAP Academy for Excellence Advisory Board and elected to the CCAP Board of Directors, where she represented 9 counties.

Mantura served many civic organizations in Schuylkill County including the Schuylkill Symphony Orchestra Board of Directors, where she served as President. She was a member of the Good Samaritan Regional Medical Center Patient Safety Committee, the Schuylkill Alliance for Health Care Coverage, Schuylkill Women in Crisis Advisory Board, the Schuylkill County Victim/Witness Policy Board, Schuylkill Community Action Board of Directors, the Friends of the Pottsville Free Public Library, the Schuylkill Health Auxiliary, the Community Advisory Board for the National Children’s Study, and the Schuylkill Elder Abuse Prevention Alliance (SEAPA), of which she was a co-founder.

The recipient of the 2007 Soroptimist International of Schuylkill County Woman of Distinction Award, the 2008 Pottsville Area School District Distinguished Alumna Award, and the 2009 Pottsville Business and Professional Women’s Orchid Award, Mantura and her husband, Dr. James T. Gallagher, were named the 2009 co-recipients of the Penn State Alumni Achievement Award.

After vacationing in Stone Harbor for more than 40 years, Mantura and Jim’s dream came true when they bought their Stone Harbor home in 2011.

In January of 2016, Mantura accepted a position on Borough Council, after the untimely death of Councilman Al Carusi. On Council, Mantura serves as Chairman of the Beach, Recreation, and Tourism Committee. She also serves as a member of the Natural Resources, Public Works Committees, and the Planning Board.

Mantura and Jim are members of St. Paul’s Church, the Stone Harbor Museum, and the Wetlands Institute. Mantura is a member of the Garden Club and Women’s Civic Center.

Mantura and Jim have one son, Jim, who is a 2001 Princeton University and a 2004 Georgetown University Law Center graduate. He currently serves as Appeals Council for the United States Department of Veterans Affairs in Washington, DC. Jimmy and his wife, Blair, reside in Arlington, Virginia; however, they were married in 2013 in Stone Harbor.

 

Charles C Krafczek

Charles currently sits on the Stone Harbor Board of Education as Vice President and is running for a seat on Stone Harbor Borough Council. An attorney, Charles received his JD from The Dickinson School of Law in 1995.  He is a self-employed real estate developer and co-owner and operator of Bonnie’s Toppings located at 95th Street and Second Avenue in Stone Harbor.
Charles spent his childhood summers coming to Stone Harbor with his parents and six siblings.  He was a member of the Stone Harbor Beach Patrol for four summers. In 1998 he purchased a home in Stone Harbor and in 2006 he made it his permanent residence where he lives with his wife, Kara, and their three children.  The two oldest children are enrolled in Stone Harbor Elementary School.

 

Barry D. Mastrangelo

I grew up in West Chester, PA and graduated from Goldey Beacom College with a degree in Management. I married my wife Fran in 1970 and we opened a women’s shoe store in Kennett Square in 1972 which we expanded in 1976. A house in Stone Harbor became a reality in 1980 and we opened our shoe store in Stone Harbor in 1986. In 1996 we moved to Stone Harbor and enrolled our twins in Stone Harbor Elementary School.

I served as a trustee of the Realty Owners Association, a member of the Stone Harbor planning board and a member of the Stone Harbor Chamber of Commerce. I was elected to borough council in 2001 and over the last 15 years have served on a number of council committees and currently chair Administration and Finance. I served several times as council president, I assist the Stone Harbor Office of Emergency Management during times of need and I am a past president of the Cape May County League of Municipalities and serve on the Cape May County Library Commission.

In 2015 I retired from the shoe business after 44 years.

I am a commercial pilot and a flight instructor. I enjoy fishing as well as building and flying radio control airplanes.
